In the UK between 4 and 5% and In belgium most beers are above 6%. To say that mainland europeans are light weights is stupid. In the czech republic for example lots of beers are above 9% and still taste great. As for Ireland, guiness and beamish are lets than 4.7%abv. In germany we have the "rheinheitsgebot" a purity law which only allows, malt, hops, and water as ingredients. the sugar and yeast come from the hops and malt. thus, the beer cannot become more than 6%.
