They've just started running Neon Genesis Evangelion on Cartoon Network, and in the first episode a car is parked and run up a giant conveyor kind of like the 'wheel' in this video. Maybe it's something subconsciously common in Japanese thinking.

hey it would be a lot harder for people to steal your car this way, if there was one person in charge of operating the thing and a camera only has to be pointed in one stop, this would greatly reduce car theft

What've wales and dolphins ever done to help you...shut up about fucking animals! I persoanlly think it's a great idea. Noone can steal your car unless they have your keys, card and money so it's pretty fool proof. 1) Park car in slot 2) Take a ticket *car dissapears into large collection of car tightly packed next to eachother* 3) Return to car later, insert card, pay price car appears! I love the japanese's common sense...sure it costs a bit more in electricity but it cost less that planning permission and building huge multi-storey that someone can steal your car from. No bumps no scratches, no hassle.
